Christie's "day job" is that of a teaching assistant
for special needs children at Rogers School in
Green Hill, Alabama.

where she is active as a Sunday School teacher
and sings in the choir.
Christie worked almost 10 years at the now
defunct Knoxville Journal in the editorial
department where she also met her husband

While with Gannett, Ron achieved
several distinctions. They include
the presidency of the New York
State
Circulation Management Association
(1971-72), NYSCMA’s J. Truman
Kahler Distinguished Service Award
in 1980, two terms as a director of
ICMA, the Editor & Publisher/ICMA
Distinguished Service Award in
1982, and election as second vice
president of ICMA in 1985.
Ron resigned from Gannett in early
1986. He and Kay started their
own
business, RCAnderson Associates
Inc. that year, a business set up to
serve the newspaper industry. Ron
was a circulation management
consultant from 1986 through
2004,
visiting over 200 newspapers all
over
the US and beyond. In 1997, he
teamed up with fellow consultant
Rich Randles to found Anderson,
Randles & Associates.
Ron sold his interest in that firm in
2002, to Randles, Don Michel, and
Phil Hanna, and retired from the
firm. In 1986, RCAnderson
Associates
Inc. also bought two monthly
publications from Berkley-Small,
a Scripps Howard subsidiary.
They were the Circulation Idea
Service and the NIE Information
Service. Both publications
were sold to new owners in late
2007, after 21 years of ownership.
Ron and Kay live in retirement in
Pittsford, N.Y., a suburb of
Rochester. Ron still retains his
interest in newspaper circulation.
As such, he still does some
writing for the LEARNing More
Circulation Idea
Service, which will continue
under its new ownership.

the Des Moines (IA) Register; and The Gazette

ruling from the Employment
Development Department that its
newspaper carriers throughout the
state of California are independent
contractors for unemployment

Journal (Obtained a ruling from the
United States Court of Appeals for
the Fifth Circuit that the Employer
was privileged to fire a black Union
Vice-President who called his
supervisor in front of others, “a
bastard, red-neck son of a bitch”).
26. Richmond Times-
Dispatch (Successfully represented
Richmond Times-Dispatch before
the National Labor Relations Board,
getting a ruling that the Company
was privileged to eliminate giving to
unionized employees an annual
Christmas gift).
27. USA TODAY (In
2006, on a Motion for Summary
Judgment, obtained the dismissal of
allegations against the Company of
sexual harassment, intentional
infliction of emotional distress,
negligent infliction of emotional
distress, and breach of contract
claims by a female District Manager).

Services column he first began

While teaching public speaking and
presentation skills classes at Oakland
Community College, in the early

Sevierville, Pigeon Forge and Gatlinburg, Tenn.
She began working for USA Today in 1984 and
helped launch the paper In the Knoxville, TN
area. From here she was promoted and
transferred to Nashville, TN where she managed
sales, service and collections for 57 wholesale
distributors covering 8 states.
In 1989 she began working for the Daily News
in Duluth, GA a New York Times owned
newspaper. Before the year was over she was
promoted to circulation sales manager.
From here she was promoted to Circulation
Director and transferred to the Times Daily in
Florence, AL in 1992. She was Circulation
Director at the Times-Daily for 11 years and was
then transferred to Wilmington, NC where she
was CD for almost 3 years.
In Jacksonville she enjoys restoring her 86 year
old home in the historical district, antiquing and
spending time with her husband and two dogs,

Robert J. Dobson began his
newspaper career in 1969 with The
Birmingham News and the
Birmingham Post-Herald, two
seperately owned newspapers
operating under a JOA. He held
numerous positions including assistant
city circulation manager, circulation
sales manager, assistant circulation
director and circulation director. He
retired in 1997 after serving as
circulation director for 16 years and
successfully "flipping" the publication
cycles of the largest circulation
newspaper in the state and the
largest morning paper in the state.
The papers were represented by
seperate ownership andf the change
was accomplished through an
independent delivery network.
Dobson was educated at The
University of Alabama and did
additional work at the Executives in
Residence program at Birmingham
Southern College and participated in
various seminars and conferences
that were industry specific. While in
college, he worked with The
Progressive Farmer and Southern
Living magazines in sales and
fullfillment.
Professionally, he was active in SCMA,
having served as President, on its
board of directors, association liasion
to The Audit Bureau of Circulations

Frank is an independent circulation management and
marketing consultant. After retiring from his position
as Circulation Director at The Fayetteville Observer
(NC), he worked with newspapers in Kinston, NC and
Dunn, NC. Prior to coming to Fayetteville, he was
Circulation Director at the Citizens’ Voice (Wilkes-Barre,
PA).
He has been in the newspaper circulation business
since 1965, and has more than 35 years of circulation
management experience.
He began his newspaper career at the Trenton (NJ)
Times in 1965. In 1969, he joined the Gannett
Company and was assigned to the Hartford (CT)
Times. He later served as Circulation Director of the
Journal Inquirer (Manchester, CT), Montgomery
Publishing Company (Fort Washington, PA), and Red
Bag Incorporated, a free publication distribution
company based in Hicksville (NY), before rejoining the
Gannett Company in January, 1977, as Circulation
Director of the Star-Gazette (Elmira, NY). While with
Gannett, he held Circulation Director positions at the
Fort Myers (FL) News-Press, Tucson Newspapers, Inc.
(AZ), and the Rockford (IL) Register-Star. During
much of 1983, he traveled the country assisting with
the launching of USA TODAY. In 1985, he joined the
New York Times Company as Circulation Director of the
Santa Barbara (CA) News-Press.
He moved to Ingersoll Publications Company
(Princeton, NJ) in August of 1987, as Corporate
Circulation Director. In 1989, he served briefly
with Gannett at the Marin (CA) Independent. He also
held circulation director positions with the Central New
Jersey Home News (New Brunswick, NJ) and the
Delaware State News (Dover, DE).
Frank served on the board of directors of the Inter-
State Circulation Managers Association and the Mid-
Atlantic Circulation Managers Association and was
chairman of both organizations’ training committees.
He is a past president of the Circulation Managers
Association of New Jersey and has served as a member
of the Circulation Committees for the North Carolina
Press Association and the New Jersey Press

been associated with since 1985.
Mr. Mastromarino attended the American Press
Institute in 1979. He has served as a speaker,
committee chairman, discussion leader, and panelist for
many associations, including the International
Circulation Managers Association, American Newspaper
Publishers Association, Suburban Newspapers of
America, Inland Newspaper Association and many
state and regional circulation associations. In 1986, he
received the President’s Award from ICMA, that
organizations highest honor.
A native of Washington, DC, Mastromarino served as a
Russian Voice Intercept Operator in the United States
Air Force and attended Syracuse University.
Frank served on the board of Community Concerts of
Fayetteville and is a member of the Cape Fear Kiwanis
Club. He and his wife Della reside in the Baywood area
of Fayetteville and have been married for 37 years.
They have two grown sons and two grandchildren.

Keith Foutz
Keith brings over thirty years of newspaper
experience involving mailroom, production,
advertising, marketing and circulation aspects
including stints as both a General Manager and a
Publisher.
His current position is Corporate Circulation &
Operations Director for Western
Communications and Publisher of Central Oregon
Nickel Ads.
He is responsible for five daily and three weekly
newspapers in Oregon and California in the areas
of both circulation and operations personnel.
These newspapers have a combined paid
circulation total of proximately 75,000.
Corporate headquarters is located in beautiful
Bend, Oregon where he guides the flagship
paper, The Bulletin.
Keith who is quick to point out it takes a team
to be successful, will admit that he has won
several awards in local, regional and on the
national level for various successful promotions.
In January, 2007, he received what might be
his highest honor to date, when he was named
Circulation Sales Executive of the Year. Several
times he has found himself managing some of
the fastest growing newspapers in the country
and for three year he managed the fastest
growing paper in his home state.
He is a prior member of Rotary, Kiwanis, and
CrimeStoppers. He is an active member in the
NICE circulation organization. (Northwest
International Circulation Executives) and is a
current member of NAA circulation federation.
While Keith has been involved in several
community organizations over the years he is
currently on the Board of Directors for The
United Way of Central Oregon.
Keith is married to Peggy, who is a financial
consultant to local brokerage firms in Bend, OR
and they have two grown children Brian, 29,
and Travis, 26.

Steve Learn
Learn New “All Star” for LMCIS
Steve Learn recently spent almost 5-years as the Circulation Director
of the TimesDaily in Florence, Alabama before his position was
eliminated.
He started his newspaper career at the now defunct Knoxville Journal
in Knoxville, Tennessee in 1983.
In the 1990’s Learn was Circulation Director or Manager of some of
the fastest growing newspapers in the south at three different
newspapers: Maryville, Murfreesboro, and Chattanooga, Tennessee.
He also successfully managed circulation departments in Ohio and
South Carolina. His career has seen him work for Scripps Howard,
McClatchy Newspapers, Waco Media, Horvitz Newspapers, Charles
Morris Newspapers, Cox Newspapers and the New York Times
Regional Media Group.
He is an active member of several newspaper associations including
Southern Circulation Managers Association (SCMA) where he’s held
the position of State Director, Publicity Chairman and Training and
Development Co-Chairman. Learn is a charter member of the
Newspaper Circulation Federation of America. He was the first
Chairman of the South Carolina Press Association’s circulation
conference and former Chairman of the Tennessee Press Association
Circulation Committee.
Learn is a graduate of Leadership Shoals, Leadership Morgan County in
Alabama and Leadership York County in South Carolina.
Learn is a gifted speaker known for his funny stories and thought
provoking circulation insight. At one conference in
Atlanta his session was voted (by those in attendance) as one of the
best overall. He has won over 25 awards regionally and nationally for
his innovative circulation ideas.
Learn has volunteered to be on the operating committee for several
United Way organizations and is a former member of the Board of
Directors for Rolling in Rock Hill, a community organization that brings
over 500 volunteers together to paint homes of low-income people
each year.
Learn is originally from Knoxville, Tennessee. His wife of 24 years,
Christie, who is the Publisher of LMCIS, along with their son Andy, live
in Killen, Alabama where they are very active in the community. Steve
and family attend Greenhill First Baptist Church. Steve sings in the
choir, volunteers for VBS, is an ordained deacon, is a trustee and
helps lead the church’s men ministry.
