in 1980, two terms as a director of
ICMA, the Editor & Publisher/ICMA
Distinguished Service Award in 1982, and
election as second vice
president of ICMA in 1985.

Ron resigned from Gannett in early
1986. He and Kay started their own
business, RCAnderson Associates Inc. that
year, a business set up to serve the
newspaper industry. Ron
was a circulation management consultant
from 1986 through 2004,
visiting over 200 newspapers all over
the US and beyond. In 1997, he teamed
up with fellow consultant
Rich Randles to found Anderson,
Randles & Associates.
Ron sold his interest in that firm in 2002, to
Randles, Don Michel, and
Phil Hanna, and retired from the firm. In
1986, RCAnderson Associates
Inc. also bought two monthly publications
from Berkley-Small,
a Scripps Howard subsidiary.
They were the Circulation Idea Service and
the NIE Information
Service. Both publications
were sold to new owners in late
2007, after 21 years of ownership.

Ron and Kay live in retirement in
Pittsford, N.Y., a suburb of Rochester. Ron
still retains his interest in newspaper
circulation.
As such, he still does some
writing for the LEARNing More Circulation
Idea
Service, which will continue
under its new ownership.

During his newspaper career, Don held circulation executive positions

Moines (IA) Register; and The Gazette in Cedar Rapids (IA), where

an independent delivery network.  Dobson was
educated at The University of Alabama and did
additional work at the Executives in Residence program
at Birmingham Southern College and participated in
various seminars and conferences that were industry
specific.  While in college, he worked with The
Progressive Farmer and Southern Living magazines in
sales and fulfillment.

Professionally, he was active in SCMA, having served as
President, on its board of directors, association several
committees.  He was awarded the Bevenger award
from SCMA.  He also served on the board of directors of
ICMA, was a speaker at several ICMA conferences and
training seminars across the country and at SNPA
production and circulation symposiums.

Chamber of Commerce in Chamber of Commerce in
Birmingham and Vestavia Hills, was President of the
Birmingham Civitan Club, Birmingham Press Club, All
Charity Trust and firm chairman for the United Way.  He
remains a member of several other civic clubs and

Steve Learn recently spent almost 5-years                                 
as the Circulation Director eliminated.

He started his newspaper career at the
                                  
now defunct Knoxville Journal in                                              
Knoxville, Tennessee in 1983.

In the 1990’s Learn was Circulation
                                           
Director or Manager of some of the fastest                           
growing newspapers in the south at three                            
different newspapers: Maryville, Murfreesboro, and Chattanooga,
Tennessee. He also successfully managed circulation departments
in Ohio and South Carolina. His career has seen him work for
Scripps Howard, McClatchy Newspapers, Waco Media, Horvitz
Newspapers, Charles Morris Newspapers, Cox Newspapers and the
New York Times Regional Media Group.

He is an active member of several newspaper associations including
Southern Circulation Managers Association (SCMA) where he’s held
the position of State Director, Publicity Chairman and Training and
Development Co-Chairman. Learn is a charter member of the
Newspaper Circulation Federation of America. He was the first
Chairman of the South Carolina Press Association’s circulation
conference and former Chairman of the Tennessee Press
Association Circulation Committee.

Learn is a graduate of Leadership Shoals, Leadership Morgan
County in Alabama and  Leadership York County in South Carolina.

Learn is a gifted speaker known for his funny stories and thought
provoking circulation insight. At one conference in
Atlanta his session was voted (by those in attendance) as one of
the best overall.  He has won over 25 awards regionally and
nationally for his innovative circulation ideas.  

Learn has volunteered to be on the operating committee for
several United Way organizations and is a former member of the
Board of Directors for Rolling in Rock Hill, a community organization
that brings over 500 volunteers together to paint homes of low-
income people each year.

Learn is originally from Knoxville, Tennessee. His wife of 27 years,
Christie, who is the Publisher of LMCIS, along with their son Andy,
live in Killen, Alabama where they are very active in the community.
Steve and family attend Greenhill First Baptist Church. Steve sings
in the choir, volunteers for VBS, is an ordained deacon, is a trustee
and helps lead the church’s men ministry.
She attends First Baptist Church of Green
Hill where she is active as a Sunday
School teacher and sings in the choir.
Christie worked almost 10 years at the now
defunct Knoxville Journal in the editorial
department where she also met her
husband Steve.
Fred Foutz is a 40 plus year newspaper                                    
veteran with most of those in top
                                                
circulation management posts at daily                                           
newspapers, as well as a couple                                                   
of years as editor and publisher of a                                               
weekly newspaper.

He started his career at the Dayton Daily                                       
News as a district
manager.
 
                                                                                                            
His
experience includes a ten year stint with Knight Ridder and
two separate terms with Gannett totaling 15 years, where he
was awarded the President’s ring twice.
Aileen Hood
Was the Circulation Marketing Manager for the Florida Times
Union in Jacksonville, FL for almost one
and half years, started working as a
consultant for The American Press
Newspaper Group out of Lake Charles,
LA back in early May 2008.  She focused
her efforts at one of their newspapers
located in Trinidad, CO for three weeks,
and was offered the position of Corporate
Circulation Director for The Chronicle
News in Trinidad, CO and The Hobbs News
Sun located in Hobbs, NM.  Aileen is now living in Trinidad,
CO. and travels between Trinidad, CO and Hobbs, NM,
Publisher of the two newspapers.

Aileen has over thirty years experience in the industry, with
sixteen years as Circulation Director for two of the NYT
Regional Group papers in Florence, AL and Wilmington, NC.  
Aileen was also heavily involved in the launch of USA Today in
the early beginnings of the newspaper.  

Aileen is very excited about this new opportunity and
challenges that she wants to pursue with this new position.  
“Colorado is a beautiful place to live and work.  It is a hidden
treasure I never knew about, as I have lived most of my life in
the Southeast.  I am very excited!”

A native of Schenectady, N.Y., Aileen moved south after
marrying Barry who is originally from Manchester, Tennessee.
She became a carrier for the Nashville, Tennessean delivering
newspapers to racks and newsstand locations in and around
She began working for USA Today in 1984 and helped launch
the paper In the Knoxville, TN area.  From here she was
promoted and transferred to Nashville, TN where she
managed sales, service and collections for 57 wholesale
distributors covering 8 states.  

In 1989 she began working for the Daily News in Duluth, GA a
New York Times owned newspaper.  Before the year was over
she was promoted to circulation sales manager.
From here she was promoted to Circulation Director and
transferred to the Times Daily in Florence, AL in 1992.  She
was Circulation Director at the Times-Daily for 11 years and
was then transferred to Wilmington, NC where she was CD for
almost 3 years.  

In Jacksonville she enjoys restoring her 86 year old home in
the historical district, antiquing and spending time with her
husband and two dogs, Jake and Mollie
Peter Gutierrez
Like many top circulation professionals Peter
Gutierrez’s career in the newspaper industry began
as a youth carrier, working for the San Jose Mercury
News in 1987.  

Then after a brief absence, he returned as a college
student in 1996 to gain employment as a part-time
field assistant in what he thought at the time would
be a temporary position.

In 1999, Gutierrez graduated  from San Jose State
University where he earned a Bachelor’s Degree.

That same year he accepted a position as Project Manager for a tech firm. It only took a few  
weeks for him to wish he was back in newspapers. “I longed for the deadline environment  
and the satisfaction of placing a tangible product in a consumer’s hand each and every day.”

That same year, he returned to the newspaper business full time, as a District Manager.
Then in 2002, he received the first  of several promotions career when he was promoted to  
Transportation Supervisor.

Two years later in 2004, he was promoted to Home Delivery Branch Manager. In January,
2007 Gutierrez left the Mercury News for the Stockton Record where he was named the
Circulation Operations Manager.

Most recently he was promoted to the position of Circulation Director at The Stockton Record.

Ask Gutierrez what he does in his free time and he is quick to talk about his wife of eight  
years Monica and his children.
“I  enjoy spending my free time with my wife Monica and I have three wonderful children,  
Dominique, Isaac and Luke.”

Tad Kilgore, the Circulation Subscriber
Sales and Retention Manager for the
Atlanta Journal and Constitution, joins what
we fondly refer to as our “All Star” team.

Steve Learn, left, LMCIS Owner said this

Kilgore has worked in audience
development for four different media
companies and in seven different markets
over the course of the last fifteen years. He
is considered an up and coming circulation
professional with a strong track record of
contributing to margins through increased
efficiency in distribution and circulation
sales.

He has gained recognition in industry
circles for his work in the areas of
standardizing and expanding metrics
across multiple properties, making certain
that all data was generated from shared
definitions and sources in the general
ledger.

Kilgore’s first job in newspapers was
working as a carrier for the Democrat and
Chronicle in Rochester, NY right after grad
school. Soon after that he began working
for the Finger Lakes Times in Geneva, NY
as a DM and quickly moved up to the Single
Copy and then Home Delivery Manager
positions.

He then worked at the Ithaca Journal, in
Ithaca NY as Operations Manager and
finally as Circulation Director.

While working for Gannett in Ithaca he
attended API as well as Gannett leader’s
training for East Group.

Later he was recruited as Home Delivery
Manager at the Tallahassee Democrat and
began working for Knight Ridder where he
was part of the team that helped the
newspaper achieve growth for the first time
in 17 years. Also while with Knight Ridder,
Kilgore was a member of CMD class of ‘03,
(Circulation Managerial Development).

Kilgore also worked as Circulation Director
at the Centre Daily Times in State College
Pa, as well The Telegraph in Macon,
Georgia while working for Knight Ridder.
He worked briefly for McClatchy before
moving to Atlanta to serve first as the Home
Delivery Department Manager and is
currently the Circulation Sales and
Retention Manager.

Kilgore and his wife of 16 years Linda have
two sons James 13 and Kent 10. Both
children have Asberger’s Syndrome, the
mildest form of Autism. Linda is a Special
Ed Teacher at Monarch School in Duluth,
GA.

“One of the major reasons I came to Atlanta
was to get access to the care my sons
needed. They’ve both been supported by
the Autism Center at Emory as well as the
Marcus Institute.” Kilgore said. He is also
very active in the Autism community, often
speaking to other men about the
challenges of raising special needs
children.

Kilgore counts writing  as a hobby and is a
published author, writing 17 episodes for
Dave Arneson’s Blackmoor, contributing to
several books in that product line as well
as lead on Riders of Hak, a book about the
Peshwah.

and to work with other professionals
developing creative ways to find new
audiences.” Kilgore stated.
Rebekah Rose
Five minutes into a phone
conversation I knew I had
discovered an exciting
Circulation Professional with a
lot of knowledge to share with
our readers at LMCIS.  

Rebekah Rose is a leader in
the development and
implementation of creative sales strategies and   
promotional branding with 20 years experience in  
the print and publishing field.  

Her work with newspapers began almost a decade
ago when she joined the Ogden News Publishing  
Group. Rose currently works as circulation sales
and marketing director for The Daily News of Iron
Mountain, Michigan.

Several of her promotion strategies have been  
replicated with great success at other newspapers
and she has seen several  featured by the
Newspaper Association of America and press
associations in Michigan, Wisconsin and Iowa.

Before her newspaper career, Rose established
and operated Savings Galore,  a leading consumer
magazine in upstate New York.  As publisher and
advertising  director,  the magazine catapulted into
the fastest growing consumer publication in the
Southern Tier.

Rose has also started and owned, a printing and  
graphics design company in New York state.

Rose, who is a native of Michigan's Upper
Peninsula, graduated from Northern Michigan
University in Marquette with a bachelor's degree in
experimental psychology, concentrating on
statistics. She also achieved a minor in art and
design at NMU.

She enjoys being actively involved in her  
community and serves on the local board of
directors for Habitat for Humanity.

Max, 63 is  vice-president,postal/acquisitions
of Landmark Community Newspapers, Inc.,
Shelbyville, KY,
a division of Landmark Communications,
Norfolk, VA.
He is responsible for postal issues and
acquisition development.

For 22 years he was executive
editor responsible for recruiting,
training, and news quality improvement.
For 23 years he was
circulation director as well, helping
grow paid circulation and training
circulation managers. He’s a self-styled
“country editor” who has edited
and managed non-daily newspapers
in KY and IN, as well as served as
regional manager for numerous LCNI
properties.
LCNI has 57 paid weekly and daily
newspapers in 13 states with 356,000
paid circulation.
In his 23rd year as chair of the Postal
Committee of the National Newspaper
Association, Heath writes a monthly
Postal Tips column for Publisher’s
Auxiliary. He was named to the Postal
Service Mailer’s Technical Advisory
Committee representing NNA in 1989.

Achievement Award in September
1998 at the National Postal Forum

Mike Zinser is the

Nevada Legislature for the same purpose.

About Jim Martin

Jim Martin earned his B.S. and M.A.

degrees at Eastern Michigan
University and began working with
newspaper carrier incentive travel
programs in 1974.  In less than a
five year period he traveled to all
of the great parks and incentive
locations in America with over
10,000 youth carriers from papers
across the Midwest.  From that point he was offered
and accepted a position with the Akron Beacon
Journal in 1979.

In 1982 he was named Circulation Promotion Manager
at The Detroit News.   Then, in November of 1989,
start-up month of the Detroit JOA he became the
promotion manager for The Detroit Newspapers.  Jim
held numerous titles in the Circulation Department
until he departed in 2001 to become an Assistant
Circulation Director at the Columbus Dispatch.

It was in 2003 that Jim joined 21st Century
Newspapers in Michigan as their Vice President of
Circulation Sales.   Shortly after the 21st Century
group was purchased by the Journal Register
Company Jim became the Circulation Director for the
Morning Sun in Mt. Pleasant, Michigan, home of
Central Michigan University.

Jim became an independent newspaper marketer in
2005 and worked with some of the great circulation
operations in the country including the Press Herald in
Portland, Maine, The Tampa Tribune in Florida, The
New York Times and of course The Detroit Media
Partnership.

In the summer of 2008 he accepted the position of
Circulation Director of the Casa Grande Valley
Newspapers in Casa Grande, Arizona where he is
today.   He directs an operation that handles one
daily paper and five paid weeklies.  

Jim has presented upwards of 100 newspaper talks
over the course of his career and often documents
his travels in the columns he writes for the Learning
More Circulation Idea Services book.
Frank is an independent circulation management
and marketing consultant.  After retiring from his
position (NC), he worked with newspapers in
Kinston, NC and He has been in the newspaper
circulation business since 1965, and has more
than 35 years of circulation management
experience.  

He began his newspaper career at the Trenton (NJ)
Times in 1965.  In 1969, he joined the Gannett
Company and was assigned to the Hartford (CT)
Times.  He later served as Circulation Director of
the Journal Inquirer (Manchester, CT), Montgomery
Publishing Company (Fort Washington, PA), and
Red Bag Incorporated, a free publication
distribution company based in Hicksville (NY),
before rejoining the Gannett Company in January,
1977, as Circulation Director of the Star-Gazette
(Elmira, NY).  While with Gannett, he held
Circulation Director positions at the Fort Myers (FL)
News-Press, Tucson Newspapers, Inc. (AZ), and
the Rockford (IL) Register-Star.  During much of
1983, he traveled the country assisting with the
launching of USA TODAY.  In 1985, he joined the
New York Times Company as Circulation Director
of the Santa Barbara (CA) News-Press.

He moved to Ingersoll Publications Company
(Princeton, NJ) in August of 1987, as Corporate
Circulation Director.  In 1989, he served briefly
with Gannett at the Marin (CA) Independent.  He
also held circulation director positions with the
Central New Jersey Home News (New Brunswick,
NJ) and the Delaware State News (Dover, DE).

Frank served on the board of directors of the Inter-
State Circulation Managers Association and the Mid-
Atlantic Circulation Managers Association and was
chairman of both organizations’ training
committees.  He is a past president of the
Circulation Managers Association of New Jersey
and has served as a member of the Circulation
Committees for the North Carolina Press
Association and the New Jersey Press
Association.  He is a monthly columnist for
LEARNing More Circulation Idea Service, a
publication he has been associated with since
1985.

Mr. Mastromarino attended the American Press
Institute in 1979.  He has served as a speaker,
committee chairman, discussion leader, and
panelist for many associations, including the
International Circulation Managers Association,
American Newspaper Publishers Association,
Suburban Newspapers of America, Inland
Newspaper  Association and many state and
regional circulation associations.  In 1986, he
received the President’s Award from ICMA, that
organizations highest honor.

A native of Washington, DC, Mastromarino served
as a Russian Voice Intercept Operator in the United
States Air Force and attended Syracuse University.
Frank served on the board of Community Concerts
of Fayetteville and is a member of the Cape Fear
Kiwanis Club.  He and his wife Della reside in the
Baywood area of Fayetteville and have been
married for 37 years.  They have two grown sons
and two grandchildren.

Keith brings over thirty years of newspaper

Oregon Nickel Ads.

He is responsible for five daily and three

weekly newspapers in Oregon and
California in the areas of both circulation
and operations personnel. These newspapers have a combined paid
circulation total of proximately 75,000.

Corporate headquarters is located in beautiful Bend, Oregon where
he guides the flagship paper, The Bulletin.

Keith who is quick to point out it takes a team to be successful, will
admit that he has won several awards in local, regional and on the
national level for various successful promotions. In January, 2007, he
received what might be his highest honor to date, when he was
named Circulation Sales Executive of the Year. Several times he has
found himself managing some of the fastest growing newspapers in
the country and for three year he managed the fastest growing
paper in his home state.

He is a prior member of Rotary, Kiwanis, and CrimeStoppers. He is an
active member in the NICE circulation organization. (Northwest
International Circulation Executives) and is a current member of NAA
circulation federation.

While Keith has been involved in several community organizations over
the years he is currently on the Board of Directors for The United
Way of Central Oregon.
Keith is married to Peggy, who is a financial consultant to local
brokerage firms in Bend, OR and they have two grown children Brian,
29, and Travis, 26.
